Records each proposal’s voting deadline and weighted tally on-chain and verifies them itself before any action runs — no one can force a proposal to expire early, fake a tally, or execute one that did not pass. The vote-escrow multiplier is applied here, on-chain, under the published progressive schedule (1.25x at 30 days, 1.50x at 6 months, 2.00x at 1 year, by amount tier), for both direct votes and delegate votes (castVoteFor, authorized per-voter with a cap and expiry; a direct vote always overrides the delegate’s ballot). Votes can be retracted on-chain while voting is open. Authority-granting targets (Safe, WILL, Escrow, Treasury, V4 itself) were sealed at deployment: they can only be acted on as an exact, vote-bound action no party can substitute.

Records a fingerprint (hash) of each proposal’s text plus its dispatch flag on-chain at creation, set once and never changeable. The executor checks the live proposal text against this fingerprint before acting and refuses if it was altered — so a proposal’s wording cannot be swapped after the fact to redirect what it does.

WILL is minted on-chain on each win. The base reward rate is a governance parameter — WILL holders vote to change it, subject to the 10,000 WILL per win ceiling set by the Constitution.
